не работает .htaccess

см AllowOverride
в двух словах,

AllowOverride None <- быть не должно
AllowOverride All <- быть должно

AllowOverride is valid only in <Directory> sections specified without regular expressions, not in <Location>, <DirectoryMatch> or <Files> sections
